Hurley Marsh – Board Chairman
Chairman Marsh was born in Dayton, TN and graduated from Rhea County High School. He loves spending time with his daughter’s family, especially watching his grandson play soccer. He has served on the Rhea County School Board, Rhea County Election Commission and retired from Norfolk Southern Railroad. Currently he is Board Chairman of the Dayton City School Board. He feels that the biggest responsibility of being School Board Chairman is providing necessary funding and ensuring the safety of the students. The best part of his job is seeing the teachers excel and the students perform to their highest potential.
Steve Randolph - Vice Chairman
Chairman Randolph was born in Athens, TN and graduated from Rhea Central High School in 1965. He went on to attend East TN State University and graduated Cum Laude with a Bachelor of Science in Accounting. After college, he joined the U.S. Army where he served 4 years as a Finance Specialist in the Infantry. He has also served Rhea County residents as a certified public accountant since 1974. He loves spending time with his wife Rebecca and hunting and fishing whenever he has a chance. While serving on the Dayton City School Board for over 15 years, he has found his most important task is ensuring that teachers, administration, and staff have everything that the board can provide to educate the students of DCS in a safe and pleasant environment. He loves watching DCS students excel as they climb the educational ladder.
Billy Graham
Councilman Graham was born in Mason, MI. At the age of one, he moved with his parents to Dayton, TN, where he has lived for 71 years. He graduated from Rhea Central High School and went on to attend Bryan College where he graduated with a Bachelor of Science. Councilman Graham cherishes time spent with his family as well as golfing, fishing, and tinkering with classic cars. He served on the Rhea County School Board from 1995 – 2005 and was School Board Chairman for 3 years. He also served two terms with the Tennessee School Board Association in Nashville where he achieved Level 1-5 School Board member status and the highest level “Scholar Circle”. Mr. Graham established the first Community Credit and Rhea Community Credit Union, which is currently known as TVFCU. He retired as Rhea County Finance Director, after serving 6 years. He was elected to Dayton City School Board in 2005 and has served as a councilman ever since. As a councilman he feels his biggest responsibilities are policies, budgets, and future goals of DCS. His favorite part of his job is his time spent at school activities such as assemblies and sporting events where he can interact with students, faculty, and staff.
Bobby Doss
Councilman Doss was born in Dayton, TN, and graduated from Rhea County High School. He has lived in Dayton his whole life and is very proud to have served on the Dayton Planning Commission as well as the Utility Grant Board. He’s also coached several youth football and basketball teams over a 25-year span. Family time is very important to him, but he also enjoys watching sports, playing golf, and cleaning his cars. Councilman Doss has served consecutive years on the Dayton City School Board since 2007. He feels that his most important responsibility as a councilman is serving his community with honesty and integrity. He values working closely with the other board members to ensure the students in Dayton receive the highest quality education possible in a positive and safe environment.
Caleb Yawn
Councilman Yawn was born in Dayton, TN and graduated from Rhea County High School in 2005. He went on to attend Chattanooga State University where he received a degree in Architectural Design. He is co-owner and operator of Don Yawn Homes; a third generation business that has been building homes for over 50 years. Mr. Yawn served as Dayton Rotary Club President in 2017, and has been a Rotarian for 12 years. He also loves spending time with his family, as well as running and going to Disney World. Councilman Yawn has served on Dayton City School Board since 2021, and his number one priority is ensuring that the children of Dayton City School have the highest quality public education. He enjoys seeing the students, faculty, and staff succeed in a safe and effective learning environment.
